CHINESE GENERAL CHAMBER OF COMMERCE.
Hongkong March 2nd, 1923.
I have the honour to lay before you a complaint which this Chamber has received from Messre,. Un Man Chuen, Lau Yik Cheuk and Lau Kwai Cheuk regarding certainalleged ill-treat- ment receivedat the hands of the French Authorities in Saigon. 2.
I am informed that Messrs. Un Man Chuen, Lau Yick Cheuk and Lau Kwai Cheuk, who are members of and are on the General Committee of this Chamber, are British fubjects. They are wellknow Chinese merchente inthe Colony,

Messrs. Un Men Chuen, Lea Yick Cheuk and Lau Kwai Cheuk, left Hongkong onthe 70th September 1922 for Saigon on business in connection with the Chinese merchants' bank and the New Loong rice firm of that Port. I understand that these businesses are the largest in Annay, and that the duty paid by the letter tothe French Government amounts to several million dollars yearly.

Mosers. Un Man Chuen, Leu Tick Cheuk and Lau Kwai Cheuk travelled with Passports issued by the Hongkong Govern- ment and vised by the French Consul In Hongkong. In spite of this, they were not allowed to land until they had obtained
● Permit which is issued only upon a guarantee being given
by some well-known merchant of that Port who has to affix to the guarantee the chop of his firm,

After lending, "egara. Un Men Chuen, Lau Tick Cheuk and Lau Kwai Cheuk were subjented to and examination by the Doctor, and in addition, to the indignity of having their finger-printe taken. They had also to pay a Poll Tar.
